definately Portugal as the property prices are still cheap there, its dead quick to get to for a weekend getaway (asuming you live in the uk), its well developed and there will always be people wanting to holiday there. Last year I would have said bulgaria, but there is too much that needs developing there for you to make your money back quickly.
