I heard there was a hawking license. I want to sell modelling balloons on the streets. I don't need a stall or a stand just a bag of balloons and a pocket.

You need to contact the local council of the area in which you wish to trade.
For example if you wanted to trade in Upper Street, Islington, London you would need to contact Islington Borough Council.
Once you know where you want to trade then you can use Up My Street to locate the local council. Then use a search engine (http://uk.search.yahoo.com/) to search for the councils website.

Ehm..
I believe it's impossible to succed with binary trading without a good software. The one I use is called: "Autobinary signals". You can find details and proof videos on this site: http://www.goobypls.com/r/rd.asp?gid=551
